For almost every server there is a specific place where you should put your executable (for security reasons). The location is always web server specific and configurable.
For IIS, this location is usually c:\inetpub\scripts\.
If an IIS server is configured to use a different directory, the web administrator needs to configure IIS to recognize that directory to have executable privileges. This is done thru the IIS manager in one of the many options you have to set (scripts and executable) for that particular directory. Most people should/would not do this; experienced users should see Microsoft help for the specifics about CGI-bin directories.
